According to the New Brunswick, NJ Municipal Code, Chapter 2.36.010 Administrative Agencies, Generally:

The administrative functions, powers and duties of statutory and other agencies of city government, are subject to the supervision of the Mayor, except as otherwise specifically required by law.  The initial appointment of individual members of such agencies, unless specifically provided for by law, may be for less than a full term so as to permit staggered terms for the entire membership of the agency. Vacancies in the membership of an agency are filled only for the balance of the unexpired term. All appointees to the following agencies, boards, commissions and committees shall, unless state law specifically provides to the contrary, serve until their successors shall have been appointed and qualified.
