These proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq.  Sealed responses to these requests are required to be delivered to the City Clerk’s Office, Room 201, City Hall, 78 Bayard Street, New Brunswick, New Jersey 08901 on or before 10:00 a.m. Thursday, June 27, 2019. The envelope containing a proposal shall be plainly marked on the outside of the sealed envelope to show the services for which the proposal is submitted, i.e. (Tank Rehabilitation and Painting Inspection Services, #772-19RFP) as listed above.

 

At the designated time and place for the receipt of proposals, the City Clerk will publicly open and read the name and proposed fee for all the responses received.

NOTICE TO BIDDERS

RUTGERS VILLAGE WATER MAIN REPLACEMENT PROJECT – PHASE III

Sealed Proposals for the Rutgers Village Water Main Replacement Project – Phase III Specification #771-19W will be received by the Purchasing Board of the City of New Brunswick, at City Hall, 78 Bayard Street, New Brunswick, NJ on June 12, 2019 at 10:00 A.M., prevailing time, at which time and place they will be publicly opened and read aloud.  No Proposals will be accepted after said hour.  

This project includes the installation of approximately 2,200 LF of water mains along the section of Tunison Road between Wilcox Road and South Pennington Road within the City. 

The scope of work includes various improvements of water mains through the construction of new 8-inch and 12-inch Ductile Iron Pipe Class 52 Potable Water Mains along with fittings, service connections and components.  This new water main system shall connect to the existing infrastructure which currently operates throughout the City.  The bidders shall provide all material and labor necessary to perform the installation as per the construction documents and specifications.  Site work scope includes various traffic control devices, clearing site, soil erosion and sediment control measures, excavation, restoration of asphalt pavement, various driveway restorations, curb restoration, and landscape restorations.  The Contract will allow 60 calendar days for completion of the work from the notice to proceed.

All work under the applicable awarded contract must be completed within the specified duration from notice to proceed. Notice to Proceed will be issued within 60 days of contract award date and coordinated with the Contractor.

The work will be in accordance with the specifications prepared by SUBURBAN CONSULTING ENGINEERS, INC. and adopted by the City Council of the City of New Brunswick.  Copies of the Contract Documents may be obtained between the hours of 8:00 A.M. and 5:00 P.M. daily except Saturdays, Sundays, and Holidays beginning on May 20, 2019 at the offices of SUBURBAN CONSULTING ENGINEERS, INC. at 96 U.S. Highway 206, Suite 101; Flanders, New Jersey 07836.

The cost for the Contract Documents is $75.00 per set and is non-refundable.  Payment for Contract Documents shall be by cash, money order, certified check or major credit card and shall be made payable to SUBURBAN CONSULTING ENGINEERS, INC. Contract documents cannot be purchased through the mail.  SUBURBAN CONSULTING ENGINEERS, INC. will not be held responsible for contract documents purchased via courier service.

Proposals shall be made on the forms provided and made part of the Contract Documents, which shall be submitted intact.  Each bidder is required to bid on only a fixed price, which will be maintained throughout the contract.  A certified check or cashier's check made payable to the order of the City of New Brunswick, or a duly executed Bid Bond, in the amount of ten percent (10%) of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder together with a Surety Consent evidencing that he can obtain the required Performance Bond.

The successful Bidder shall be required to deliver to the Town an executed Performance Bond of a responsible indemnity company authorized to do business in the State of New Jersey.

NOTICE TO BIDDERS

NOTICE is hereby given that sealed bids will be received by the City of New Brunswick (hereinafter called the "Owner") for:

HOME NEWS ROW TANK REHABILITATION AND PAINTING CONTRACT NO. 683-18W

Sealed bids for the above named Contract, which comprises the surface preparation and repainting of the interior and exterior coating systems and related work associated with the Home News Row Tank within the City of New Brunswick, Middlesex County, New Jersey ("Owner"), will be received at the City Council Chambers, City Hall Annex, 78 Bayard Street, New Brunswick, New Jersey 08903 on April 23, 2019, at 10:00 a.m. prevailing time, at which time they will be publicly unsealed and the contents publicly announced.

The work includes the furnishing of all labor, materials and equipment necessary to complete the work as shown on the Drawings and as described in the Specifications. The existing Home News Row elevated water storage tank was constructed in 1976 and was rehabilitated and repainted approximately 20 years ago. The tank is a 1.5 million gallon toro-ellipsoidal multi-leg type elevated tank. The exterior coating of the tank is in poor condition and both the exterior and interior dry areas (not in contact with potable water) are known to contain lead. This project involves the surface preparation and repainting of the interior dry area, interior wetted area and exterior coating systems of the tank, related work and tank appurtenance improvements. The Home News Row tank is located near Home News Row and Jules Lane within the City of New Brunswick and the work includes: surface preparation and painting and other miscellaneous improvements. The work shall be completed within 80 calendar days of the Contractor’s receipt of written Notice to Proceed.

No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashier's check, or a certified check made payable to the City of New Brunswick in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000.

The bid shall be accompanied by a Certificate of Surety on the form included in the Contract Documents, from a surety company licensed to do business in the State of New Jersey, which shall represent that the surety company will provide the Contractor with the required bonds in the sums required in the Contract Documents and in a form satisfactory to the Owner's Attorney and in compliance with the requirements of law.

Bidders must use the prepared bid form which is contained in the Contract Documents. Each individual proposal must be separately enclosed in a sealed envelope addressed to the City Clerk, 78 Bayard Street, New Brunswick, New Jersey 08903 marked on the outside with the number of the contract(s) and name of the project being bid on.

No bids will be received after the time and date specified, and no bids will be received by mail. Bids shall be received by courier service (date and time recorded) or shall be hand delivered. The Owner shall award the Contract or reject all bids within 60 days of bid opening, except that the bids of any bidders who consent thereto may, at the request of the Owner, be held for consideration for such longer period as may be agreed.

The Owner will evaluate bids and any award will be made to the lowest, responsive, responsible bidder in accordance with N.J.S.A. 40A:11-4. The Owner reserves the right to reject any or all bids and to waive minor informalities or irregularities in bids received.

The qualification and reclassification of bidders will be subject to the statutory provisions contained in

N.J.S.A. 40A:11-25 to 32 (“Local Public Contract Law”).

All bid security except the security of the three apparent lowest responsible bidders shall be returned, unless otherwise requested by the bidder, within ten (10) days after the opening of the bids, Sundays and holidays excepted, and the bids of the bidders whose bid security is returned shall be considered withdrawn.

Each bidder must submit with his bid a signed certificate stating that he owns, leases or controls all the necessary equipment required to accomplish the work shown and described in the Contract Documents. Should the bidder not be the actual owner or leasee of such equipment, his certificate shall state the source from which the equipment will be obtained and, in addition, shall be accompanied by a signed certificate from the owner or person in control of the equipment definitely granting to the bidder the control of the equipment required during such time as may be necessary for the completion of that portion of the Contract for which it is necessary. The bidder shall comply with the documentation requirements set forth in the Article of the Information for Bidders, entitled, "Bidder Submissions".

The successful bidder will be required to submit bonds and proof of insurance on or before execution of their respective Contracts as explained in the Contract Documents.

Bidders are required to comply with all relevant Federal and State Statutes, Rules and Regulations including but not limited to the applicable provisions of Title VI of the Civil Rights Act of 1964, as amended (42 USC 2000d-2000D-4A), the discrimination and affirmative action provisions of N.J.S.A. 10:2-1 through 10:2-4, the New Jersey Law against Discrimination, N.J.S.A. 10:5-1, et seq., the rules and regulations promulgated pursuant thereto, the State requirement for bidders to supply statements of ownership (N.J.S.A. 52:25-24.2) and the State requirement for submission of the names and addresses of certain subcontractors (N.J.S.A. 40A:11-16).

The Contract Documents may be obtained by any prospective bidder upon payment of the fee of one hundred dollars ($100.00) for each set of full-sized drawings with specifications by calling 1-877-424- 3738 or by online request. Shipping charges are additional and variable depending upon the pick-up or delivery option selected by the purchaser. Bid documents cannot be obtained at the New Brunswick City Hall or at Mott MacDonald’s office. The printing cost is not refundable.

Pursuant to N.J.S.A. 10:5-31 et seq., bidders are required to comply with the requirements of P.L. 1975 c. 127, NJAC 17:27.

Each Bidder must submit with his bid an "Ownership Disclosure Statement" and "Non-Collusion Affidavit" on the forms included in the Contract Documents.

Bidders and their subcontractors of any tier must comply with all applicable provisions of the Public Works Contractor Registration Act, P.L. 1999, c. 238 (N.J.S.A. 34:11-56.48) and the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25).

Pursuant to P.L. 2009, c.315 (N.J.S.A. 52:32-44) effective January 18, 2010, all business organizations that conduct business with a New Jersey government agency are required to be registered with the State of New Jersey. Bidders and their subcontractors must submit proof that they are registered with the New Jersey Department of Treasury, Division of Revenue by submitting a copy of their Business Registration Certificate prior to Contract award.
